Fractional CMO vs Marketing Agency

Founders ask me at least once a week: "Should I hire a fractional CMO or an agency?". My answer is almost always the same — those are not the same job, and treating them as alternatives is the first mistake.

Let me clear it up.

The short answer

A fractional CMO sets strategy, leads the marketing function, and oversees execution. An agency executes tactics — ads, content, design, media buying — to a brief. Often you need both. Sometimes you need only one. Never confuse the two roles.

What each does

A fractional CMO owns the strategy and leadership. Positioning, segmentation, channel mix, funnel economics, the annual plan. They sit in leadership meetings. They hire and manage the marketing team. They select and brief agencies. They set the dashboard and review it monthly. They are accountable for the outcome of marketing — not just the output of one channel.

An agency owns hands-on execution. They run the paid social campaigns. They produce the creative. They write the content. They manage the media buying. They report on their slice of the funnel — impressions, clicks, leads, cost per acquisition. They do not own your overall marketing strategy. They execute within it.

The fractional CMO is the brain that decides what marketing should do. The agency is the hands that do it.

Where they overlap

The overlap is where founders get confused — and where some providers deliberately blur the lines.

Some "agencies" sell a strategy service as a lead-in to execution. Some "fractional CMOs" are actually one-person shops that advise, then execute the work themselves. Neither model is wrong. Both can work. But they have different economics, different incentives, and different conflicts of interest.

If your fractional CMO also runs your ads, ask yourself: when they recommend increasing ad spend, who benefits? If your agency also sets your strategy, ask yourself: when they recommend a channel, do they have execution capability in that channel?

The cleaner the split, the cleaner the accountability.

When to choose each

Choose a fractional CMO when you do not have a clear marketing strategy. When your team needs direction and senior leadership. When you are between CMO hires. When you are entering a new market and need a senior brain for twelve months. When the question is "what should we do?" rather than "who will do it?".

Choose an agency when your strategy is already clear and validated. When you know what channels to invest in, what messaging to use, what funnel to build — and you need execution at scale. When the question is "who will do it well, fast, and at a fair price?" rather than "what should we do?".

If you cannot answer the strategy questions, an agency will execute the wrong plan quickly. If you can answer them, a fractional CMO is overkill for execution you could brief an agency to do.

The hybrid model

For most companies in Egypt, Saudi Arabia, and the UAE between 10 and 200 million in revenue, the right answer is both — fractional CMO plus agency. The fractional sets the strategy, selects the agency, briefs them, and oversees their work. The agency executes.

This is the model I see work most often. It gives you senior strategy without the cost of a full-time CMO, and execution capacity without the overhead of building a full in-house team. The fractional CMO owns the outcome. The agency owns the output. The founder owns the business decision.

The cost? Roughly 60 to 120K EGP a month for the fractional, plus 50 to 200K EGP a month for the agency, depending on scope and channel mix. Less than a full-time CMO. More strategic than an agency alone.
